TDS is a service to improve trailer turnaround time. The vision is to reduce the Trailer to Prime Mover ratio from 7:1 to 3:1.

A customer that detains a trailer exceeding the given Free Days will be subject to pay trailer Detention charges, this will encourage the customer to return the trailer faster.

TDS is open for all Hauliers operating in Malaysia and their Customer including Importer, Exporter, Warehouse Operator, Freight Forwarder and/or Forwarding Agent.

Haulier will accept Terms of Reference (TOR) and sign the TDS agreement with D&D Control. Thereafter, the Haulier will provide data to D&D Control in order to raise trailer Detention invoice (if any).

CLA members will need to sign a Letter of Undertaking (LOU) to accept TDS charges (if any) and to be combined into their CLA. This will allow free flow of Request of Transport (ROT) because CLA will provide payment assurance to Haulier for charges related to trailer Detention.

No subscription fee for CLA member. Meanwhile, CLA Principal (ie. Haulier companies) will need to pay commission for collection services provided by D&D Control.

CLA Member is given an option to include TDS as part of their CLA. If they accept, then CLA will manage the payment of trailer Detention charges with Haulier. Otherwise, TDS will perform its own collection methodology.

It is an open market and competition is necessary to allow market forces to stimulate growth and benefit businesses. This is achieved through service quality, innovative pricing and alternative supply. TDS is an alternative to current practices by industry and Haulier is free to decide on commercial terms, while the customer can make their own business decision.

No. In the spirit of competition, the Tariff is decided by individual Hauliers based on their cost structure.

If the trailer is detained exceeding the Free Days, subsequently the customer will receive an invoice for trailer Detention. The formula to calculate the number of days between the request for collection date (RFC) minus delivery date (DD), if total days exceed Free Days granted, the difference is defined as a chargeable day.

RFC (+1) – Delivery Date = Total – Free Days = CHARGES

Delivery Date: the day when the trailer cut-out the container delivered to the Consignee or Shipper’s premises.
RFC: request sends to Haulier by the customer (billing party or notify party) as per the Request of Transport (ROT).
Free Days: no. of days given by Haulier to the customer to return the trailer without any trailer Detention charges.

All invoices generated are posted on CLA Portal, This portal will allow customers to view the invoice, make payments, print receipts and generate reports on a real-time basis.

We have been in the revenue assurance business providing monitoring and collection of container-related charges since 1994. To date, we have collected over RM 1 billion for the Shipping industry. Now, we are willing to invest time and resources to develop awareness and acceptance of TDS by customers to return trailers faster or be willing to pay trailer Detention charges. Furthermore, we will extend TDS to existing CLA members for their acceptance nationwide

D&D Control might be able to facilitate similar Free Days for both container and trailer.

Haulier companies can come together for a common industry challenge through reputable associations like Association of Malaysian Hauliers (AMH) to improve market practices, processes and systems. TDS is a service initiated to improve the trailer turnaround cycle.

Hauliers and CLA members that sign-up for TDS will be subjected to Terms of Reference (TOR). This TOR will spell out the responsibility of both parties and governing standard Free Days for trailer Detention. Nevertheless, for commercial reasons, individual Hauliers may decide to reduce or extend the Free Days for their VIP customers.

Yes, absolutely. Nevertheless, they won’t have access to Dispute Resolution Committee (DRC).

DRC functions as a neutral party to decide on the dispute and provide resolution for action by parties.

If the claim is disputed by the customer with written reasons, the Haulier shall decide on the case within 3 calendar days. If Haulier is agreeable with the disputed claim, the charges are reduced/waived and the case is settled.

If Haulier does not agree with the disputed claims, the case will be referred to the Dispute Resolution Committee (DRC) within 7 calendar days.

TDS will encourage customers to provide additional security, i.e. insurance to cover Trailer Total Loss.

Haulier will be allowed to share information about bad debts into an industry Watchlist managed by TDS. This info will be available to other Haulier company to make own judgement based on risk assessment.

Haulier can verify the name of the customer on the Watchlist. Thereafter, Haulier can decide to accept or reject business.

If they accept, TDS will reach out to develop awareness and acceptance of Terms of Reference (TOR). This will improve the discipline of irregular customer.

TDS will be able to identify this group of customers with similar characteristics. In future, the release of Request of Transport (ROT) may be subject to Letter of Indemnity (LOI), add security or advance payment.

Reimbursement to CLA Principal (Haulier) will be made on every 15th of the following month based on the actual collection of trailer Detention charges.

Currently, the focus is to build awareness in the market to return trailers faster or else bear the costs of trailer Detention charges. However, in the near future, we will work on a faster reimbursement cycle once the services are stable.

No, we have not gotten any endorsement from the AMH. However, we have conducted an 8 weeks market survey at our own expense and presented the findings during the AMH council meeting on the 16th April 2021. They are quite glad about the conclusion, whereby the industry wants the trailer to be returned faster or be faced with detention charges.

The direction set by AMH is to form a working joint committee to look into implementing TDS as an industry solution.

In the meantime, in order to get better insights and implement successful Trailer Detention Services, we are calling all the Hauliers individually to discuss the Terms of Reference (TOR) and their acceptance on TDS.
